This is to be understood as an (adverbial) acc. of direction rather than of the direct object.
The agens in the expression vaso vatteti stands in the genetive, cf. PED s.v. vattati: "(vatteti te tasmiṃ vaso 'have you power over that?')"

Although Cone has not reaches the letter s yet, under previous lemmata she suggests "motive force(s)" for saṅkhāra, which seems to be fitting here as well.
