This is to be understood as an (adverbial) acc. of direction rather than of the direct object.

The agens in the expression vaso vatteti stands in the genetive, cf. PED s.v. vattati: "(vatteti te tasmiṃ vaso 'have you power over that?')"

Here: "for the saṃgha: a rule; the offence against that rule; the punishment or reparation for that offence; a procedure", cf. Cone II, p. 465, s.v. dhamma.
